The Board of Trustees of Philipsburg School District #1 believe the following to be true:
| The main function of Philipsburg School District #1 is to create a positive climate for learning. | |
| It is our duty to provide a comprehensive educational program which will facilitate and promote an atmosphere conducive to the total growth and development of each student. We must provide positive learning services that will allow each student to develop so that she/he may exercise self direction and self control. | |
| This educational system will focus on student growth. It will provide each student with a wide variety of positive school experiences. These experiences will include academic and co-curricular activities which will help students understand themselves, their world, and their relationship to it, including their responsibilities and rights as citizens in a democratic, capitalistic society. | |
